I'm guessing Artemisia tripartita ssp. tripartita or Artemisia rigida.

Artemisia rigida is shorter and "Faintly aromatic". But this plant was pungent.

Artemisia tridentata - "pungently aromatic". It has four subspecies and they hybridize, so I'm not too concerned if leaf shape doesn't match other photos.
