I am not sure if the small winged insect in photos 1&2 is some sort of aphid (and if so, whether it can be ID'd from these two somewhat blurry photos).
Or, if it is connected to the scale-like things in photos 3&4 (back and front of the same leaf) which are causing the pronounced bumps on the leaf surface (photo 4).
The tree is a Karo (Pittosporum crassifolium) (photo 5).
