I can't find any modern treatment that considers these names to be synonyms. There are lots of references to the P. rimosus complex which includes P. robiniae and other species. The phylogenetic data seem to confirm that.

The main issue here is that we have both Fulvifomes rimosus and Phellinus rimosus. If we accept Fulvifomes as a good genus, which I think we should, then P. rimosus needs swapping into F. rimosus.
